A Transcription Service receives recordings made by healthcare providers, usually physicians, and sends the transcriptions back to the providers. These providers are subject to HIPAA, but many transcription services are companies in other countries, and when health data goes overseas, HIPAA cannot be enforced.

Examples

Osceola Medical Center, Hils Transcription Service had a data breach in 2011, in Wisconsin. The November 25 hack of a Hils Transcription server exposed the health information of 500 patients. [source].
