Health Data Map 1997

In 1997, Dr. Paul Clayton and others on a committee at the National Research Council published a book [Clayton et al. 1997] that aimed to serve as guidelines for formulating the HIPAA Privacy Rule. Above is a reproduction from the book; it depicts flows of patient information about a hypothetical, but typical, patient named Alice. The figure shows representative, not comprehensive, descriptions of flows of health information between organizations in a pre-HIPAA era based on ad hoc knowledge of committee members.
